Ecapsulating Lead Paint
For a playhouse no less, outside in a backyard. Normally this would be torn down, however new home buyer's lender is forcing the requirement. Costing more to tear it down and dispose, than paint it. Starting in next few days, scraping, priming and painting, containing all debris for proper disposal. But a kids playhouse! This is why the rules are in place!

I am not familiar with any of the PPG paints two, but we suggest that you could apply a layer of epoxy tie in the existing pavement. Another idea is Carboline "Carbomastic" which is an epoxy resin containing aluminum pigment and is designed to prevent the drilling of the underlying surface.
